
Here choose the third one and click Continue to enter your Gmail account and password. Then it pops up a window for you to choose your Contacts account provider. I don't know if the real solution was either a) the fact that it was Chrome, b) that it was a completely fresh install so there were no potential cache or cookie related issues to get in the way. I went through immediately and was added to Outlook. Once I was signed into the browser with the gmail account I intended to use, I set Chrome as default and tried adding it again to Outlook.
